One of the method to balance Sanji (such as not using arm, can't hurt women, no longer use gun/knives, etc) is not giving him CoC. So he won't get it.

Besides CoC is a proof of privileges / born noble / blessed birth. Germa theme is achieving power through modifications.

Also, Sanji has Haki, Science, Devil Fruit-like power (fire) and martial arts. He won't get the peak in any of these powers.
Hence why no Raid Suit (science), Rankyaku (martial arts), invisibility (Devil Fruit-like) or CoC (Haki).

Pretty sure Sanji will unlock CoC at some point. Could be now next arc or even final arc. And he will prob end up using ACoC but not to the same degree as Luffy or Zoro who incorporate it into their fighting style

I think he will unlock CoC with Ace and this picture explains it perfectly, look at Zoro and who is over him self proclaimed Oden. Zoro unlocked COC with Enma Odens sword. Now look at Sanji who is above him Ace roger's son and what is his powers fire, now we established the whishy washy connection i can say Sanji will get Rogers sword Ace in Elbaf and awaken his Kings haki.

Oda probably didn’t have Zoro realize he had CoC till now as he wanted Zoro and Sanji to master CoC together
