My theory.
Gaban says Sanji doesn't have, or that he doesn't feel it on him.
Sanji remembers it during his fight against Sommers, and why he's unable to beat him.
He gets bailed by Loki/luffy/idk.
On the next arc, which i hope it's against the BBP, he will unlock it when he gets his memories back from Pudding and she will be currently in danger.
Lafitte is gonna trigger it.

I only hope for Domi Reversi Black Hair Evil Sanji here.
