Penguin did appear in the first one and had his own show, so he's a possibility. Court of Owls could also be very interesting since Battinson's universe seems more grounded.

Joker needs to be iced for a bit, especially after Folly a Deuce or whatever it was called.

Penguin could be the main villain in Part III, with his character being built up through the previous films and his show.

Maybe they won't use the Joker as the main villain in Part II, so it doesn't strongly mirror TDK. They could also save him as a secondary antagonist for Part III.

Scarecrow could work well for Part II. It would be fitting since they're releasing the film in October.

I'm desperate for mr freeze but I'm not hopeful at all. they really can't stop the joker obsession either.

Although I'm also still traumatised by what the suicide squad game did to freeze and ivy my two favourites along with Harley as ny 3rd, ergh.

Clayface is getting a movie by James gunn right? I'm very excited for that.

I forgot I love two face too, I'd happily see more of him too.

But after what the last movie did with riddler, maybe it's a blessing they don't get included lmao.
