Zhao wins. Mid-diff at wost.

Tou is sharp, but he's not good enough to play mind games with Riboku. His vassals also are not on the level to compensate for Akou, Makou, Denrimi, Souou and Shiryou. Every head counts here so if Riboku is able to assassinate any of them like he did with Makou then they are screwed.

On top of that having Houken from day one will be a great counter for Tou's martial might.

I don’t think think there was too much mind games on SP itself. Tou would lose to the retsubi trap or due to the lack of food from Qi etc.

Kanou wouldn’t get taken out like Makou did, so there is that. Mouten can grow with that army and force Riboku to allocate some forces there, perhaps, if we assume Tou can help the new gen awaken as well.

The right side is a problem, however do Shin and Gyouun go to the right?

If Ouhon can grow and handle Chougaryu in time, can Rokuomi can occupy Bananji and Gakuei? Probably not. Then again maybe he can slay Gakuei?

I don’t know if Tou can suss out Riboku’s instinctual army - probably not - but facing Tou head on is a totally different proposition to Souou and Denrimi.

Houken is obviously making this gg though. He occupies Shin at some stage which leaves Gyouun and Riboku to hit Tou. Maybe if we remove Houken from the board until the last day? Then it’s far more competitive.

Strange as it may sound I think giving Tou Doukin and Rinbou will help make this war.

Lots of moving parts though. I think the right is where Qin will probably lose it.

This is under the assumption Tou goes with the plan of doing a Shukai Plains type of battle, rather than a different plan all together. In this scenario, he would lose if Riboku has Houken from day 1.

I rate Tou higher than Ousen when it comes to actual battlefield general. However, Riboku having access to Houken since day 1 is just a huge advantage, that I can't see Tou overcoming.

Take away houken till last day

Kanou will be appointed on the right wing aswell leaving only mouten on the left
If the last day here means, that even if Tou finishes the war in 6 days, Riboku gets Houken on the 6th day... then... I'd still lean towards Riboku. Since in the story, Houken's existence was essentially irrelevant to the war itself, as the Shin-Houken battle was excused by both Ousen and Mouten expecting Riboku to make an effective escape regardless of the Shin vs Houken fight. Houken didn't serve no actual impactful purpose, except for character development for Mouten by removing his right hand man, and nerfing the HSU for later arcs through nerfing Kyoukai, allowing Hara to keep up the gimmick of the other two units still be on par/on level of the HSU.

However, here Riboku can utilize Houken as a proper piece on the last day strategically? Yes, he still has a huge surprise advantage to flip the tables, even if Tou manages to put him in a losing situation.
