I believe Gunko was the one who personally came to Elbaph and then summoned Shamrock, followed by the others—similar to how Saturn summoned the other Gorosei. We saw this in Egghead: after the Gorosei were defeated (for example, Mars might have been defeated by Luffy, or his powers were simply nullified by Luffy’s attack), they were transported back to the location from which they were originally summoned. Saturn remained in Egghead because he was physically present there from the beginning.
Following this logic, it’s likely that Gunko will remain in Elbaph after Imu and the others are defeated.
In the end, we’ll probably learn more about her backstory and her connection with Brook. This could lead to her redemption, possibly even turning against the World Government—making her the “Stussy” of this arc.
