Rocks vs Whitebeard is an interesting case.
WB was considered equal to Roger - the PK and the one who brought Rox down. Point to Whitebeard.
On the other hand, Rox was called Roger's greatest enemy and clearly is a past gen parallel of Blackbeard, the one who will be Luffy's greatest and strongest foe (or greatest pirate foe at least). He also had Whitebeard himself under him at one point, alongside other big shots/future big shots. Point to Rox.
