It's not a ''movie'', it is a flashback chapter like any other in the manga and it actually impacted the real story since Shiki was the only one to break out of ID until Luffy and co
The movie that came after is not canon for sure but chapter 0 is.
I would argue Shiki's flashback impacted the story more than what happened between Shanks and Greenbull which Led to literally nothing...
