It's hard to nail down figures cause bounties in Naruto work very different.

Orochimaru made enemies fucking everywhere so you'd think he'd have the highest bounty.

It was mentioned once that Itachi was considered the worst criminal in Konoha history, idk how he could be considered worse then Orochimaru though

Regardless, why would any of their bounties be so high? The three Calamities are famous for destroying entire countries, and are around 1 billion. Crocodile planned an entire civil war, and nearly nuked 1 million people and is under 2 billion

Before the god tiers showed up the Naruto verse was quite weak compared to Op
You take out the hax and 90% of Akatsuki get mogged by commanders. These guys aren't multi billion level. Zabuza is a pre time skip Lucci victim.

Stone village would have gotten along with Orochimaru's village behind the scenes really, they probably would have normalized behind the scenes. The Stone never really liked/trusted the leaf,and probably celebrated Orochimaru killing Hiruzen and the Kazekage. They also funded the Akatsuki early on. Maybe the cloud as well, and I can't see how the mist could pearl clutch.

If we scale combat power alone none has a bounty higher than 500m. The One Piece verse is significantly more powerful. No idea how Chakra and Haki interact either. Need to specify if certain stats are equalized and how powerful the Akatsuki would be in the One Piece verse first.

Scaling of bounties isn’t solely combat based. It’s also notoriety and reputation. Orochimaru has a reputation far beyond just the Leaf and Sand Village.

In the Naruto world, one ryo is generally considered to be equivalent to 10 Japanese yen
As we know generally 1 berry=1 yen

Asuma the famed Jounin himself is 35 million ryo bounty and therefore worth 350 million berries.
Scaling from this we can say that no Akatsuki member is worth less than 350 million berries.

Most of these guys get stomped by Doffy and pre-timeskip Kuma.
Pain with a 5 billion bounty is laughable, to say the least.

Vergo and Smoker slap most of them around — there's no need to worry or assign such high bounties when most of them are fodder and nowhere near YC level!
