What is that thing on Xebec's left eye, is it a scar or a tattoo?

It seems like a tattoo due to it goes into the hairline and there is no hair loss on that area. More so if it is a scar, the shape will be more like a slash, the color will not be black.

Brook had a crack on his skull before, it looks just like the one on Xebec's left eye but it was on his right eye. Could it be someone busted his head? but who has the strength to do that?

The most probable answer is Imu.

Oda probably took the reference from Harry Potter. They looked quite similar, I have said it before about face tattoo linking to serpent, tho it looks like a scar but can be a tattoo too and Voldemort is the snake man who strike a scar on Harry's forehead. Maybe Oda made it blends in both a scar and a tatoo.

Xebec probably encounter Imu at Pangaea Castle and Imu used his magic to create the scar on Xebec's left eye.

People will think no way it's Imu, well... there is a similarity between Big Mom and Imu which they can take life span off people for different purposes. And Big Mom is the one who cracked Brook's skull.

I like that you noticed the connection between his Tattoo/Scar & Magic,
Imo Pre-OP One-Shots show some of the Ideas & Concepts that Oda always wanted to put into Paper,

For example, Gally from Romance Dawn 1 One-Shot shows that Oda always had an Idea of Someone who represented a Crescent Moon,
And recently We did get Introduced to Garling,

So the Idea isn't to look for Copy Paste Designs, but to look for Features that clearly stand out & are definitely gonna be Re-Drawn in Manga,
Xebec for example having such Line that crosses his entire Face + his Unique Hair is clearly how Oda developed the Idea of Shupeal,

Shupeal is Villain of 2nd Romance Dawn One-Shot, and He is only Villain created by Oda who actually uses "Magic", (Which imo Oda turned into Science in Disguise). Shupeal was able to set his own Crewmates Ablaze (Similar to what Imu did to Saturn), Summon Weapons (Also like Imu did), Fly (Imu can do that too), Sink Ships (Similar to Man With Burn Scar), He also liked to use Firearms (Another Imu Similarity) ... etc

I don't think it's a coincidence that Xebec was Introduced in Flashback that followed Imu's Invasion, and They both seem like what the Idea of Shupeal would develop to if Oda wanted to design him as a Major Character (Similar to how Cyrano could have developed into Mihawk),

In Conclusion, this means:

1. Xebec was indeed Marked by Imu as you said, similar to Story of Harry Potter & Voldemort
2. Xebec is Imu/Mu
3. Xebec is Man With Burn Scar (Could also be Imu's Best & Secret Vessel)

I didn't read the One-shot story developed by Oda but it's interesting to know there is a character like that.

Yea Imu and Xebec having a huge relevancy on the same arc is definitely something Oda planned, I would love to see if there are more connection in between them.

I believe the man with burnt scar is Gaban but it won't surprises me that Imu has a similar scar.

I haven't thought about it before, what if the scar/tattoo on Xebec's face has fire on it, a literally burning scar, maybe that's where his Jolly Roger is referenced from. That will be wild stuffs.

Tattoo..

Out of context:
The tattoo is mid, just a copycat design from Ripley and she suit it perfectly not Xebec tho...
A scar should have been more badass, but power scaler would think again by how/who scar him etc.

A tattoo is fine but i guess a more define tattoo like Dragon will slay it, Oda doesn't cook it with this particular one...

It does make him look more unhinged though

Makes no sense for it to be a tatto in my opinion. At best birthmark.

Well we have never seen Oda drew a scar like this before.

It's not a very complex tattoo, I think some people wish he has a better design. For me It's fine just because for lore and connection stuffs.
