He wanted to possess this ancient weapon, perhaps to obtain the title of Pirate King.
Pluton was created in the Lost Century, supposedly during the various wars that occurred during the Lost Century. It was created in Water Seven by experienced shipwrights. This is where the first point of the theory emerges: It was the giants of Elbaf who helped the people of Water Seven build Pluton.
After chapter 1154, where Jarul talks about the "Galley-la" and Harold talks about them being a group of giants known as "Shipbuilders," he not only mentions this, but also refers to them as a "legend," something that appears to be a myth passed down from generation to generation, but Jarul says they actually existed.
2 - GIANTS OF ELBAF BUILT PLUTON
Now I come to the second topic of the Theory, where I believe that a tribe of giants who specialized in shipbuilding helped shipbuilders from Water Seven build Pluton. The question now is this: These giants left their homeland and ended up, by coincidence, arriving at Water Seven, where they encountered a people who also shared their interest: BUILDING SHIPS.
With this shared interest, these giants, known as "Galley-la," ended up building the Colossal Ship called Pluton. In the midst of the war that the Lost Century was experiencing, the people of Water Seven saw a way to defend themselves using this ship.
3 - THE PLUTON BLUEPRINTS

4 - A PLANT REMAINS IN ELBAF
This is the culmination of the theory, where I believe it will be revealed that a Pluton Plant exists in Elbaf, and that it is along with a Poneglyph. In Elbaf, we have a sort of council of elder Giants, where the elder Giants seem to dictate the Kingdom's rhythm, so I believe these elder Giants have in their possession the plant that Galley-la sent along with the "letter" in which they claim to have been captured.
I believe that before Luffy's crew leaves Elbaf, these elders of Elbaf will meet with Robin and Franky and give them this information. Franky will be able to access this "plant" again, since the one he had access to was burned.
Well, friends, this theory is quite simple, not too complex, and I haven't included too much information to avoid straying from the main point: Galley-la's connection to the ancient weapon Pluton, and that Franky will supposedly have access to it again in this Elbaf arc.
