Not really, if Rocks was beaten by Roger 1v1 that just upscales Roger to the point that “Pirate king level” was much higher than we originally thought

Like I said, nothing suggests Roger was in his prime when he fought Xebec.

Roger has consistently been portrayed as the gold standard for strength. He is the king of pirates, Xebec was Kaido's captain and Kaido still chose to lecture Luffy about how strong Roger transcended everyone.

I prefer to use manga sources but Xebec can be Roger's strongest adversary, that's absolutely fine. Whitebeard was Roger's friend, they were not foes so Whitebeard would not be included in this statement.
