You are registered. There's no extra steps needed on your end.

Yes items like Bright Powder and abilities like Sand Veil are a no no.

Fly isn't evasion technically.

There are going to be a lot of people who know next to nothing about optimal meta builds and are just going to bring their favorites. Has happened in every tournament. Wouldn't stress too much about people being too meta.
