I've never had Akainu as final villain, because he's stagnant power wise and near equals with Aokiji, but yea he and Luffy are definitely fighting. The scar guarantees it. Out of all the characters Luffy has come across, Akainu is the one who left a massive scar across the MCs chest rearranging his character design. They're obviously going to fight.
