What’s the most likely reason Xebec didn’t act?

1. Imu was simply way too strong.
Xebec realized that he couldn’t win.

2. He needed a specific power (like the Yami Yami no Mi) to take Imu's place and become king of the world.
Maybe he knew he was missing a key ability to counter or even absorb Imu’s power and immortality.

3. It wasn’t the right time to strike. Killing Imu then would’ve ruined a bigger plan, and he wasn't ready to take on all his allies.

He wasn't even in his prime and he was completely alone, fighting Imu in the middle of the Holy Land isn't a simple 1v1, it's like taking on the WG as a whole, he needed a strong crew first.

Wouldn't the Five Elders perish too if Imu died?
I think you have to deal with Gorosei first to do that.
They might be in the same room. But Imu is easily strong enough stop him for along enough that Gorosei enters the room.

And nobody is winning 1v5 against Gorosei. Maybe Nika/Joyboy.

Don’t you think it’s worth considering that the one who inherited Xebec’s will spent his life searching for the Yami Yami no Mi? Do you really think that power doesn’t play a crucial role in his plan to conquer the world?

Dude already had the whole WG + Marine after him and you wanted him to attack the current ''king of the world'' ? He was in a hurry and probably sensed big haki so it would've taken him a minute which he didn't have. He promised to come back though and worked to get a powerful crew who would allow him to have his ''1v1'' uninterrupted.
