What I mean is that the plans for pluton were in water 7.

Maybe they were in Elbaph first then went to Water 7 and Xebec wants the plane to create Pluton.

Roger's writing is overwhelmingly disappointing and cringe especially given his amazing introduction and legacy in the beginning and that grizzled, weathered aura of a legend who terrorised the seas and gave no fucks, even slaughtering crews or even a country's military or something too to Luffy 2.0 and prostrating himself to Whitebeard his rival frenemy to have an open relationship/shared custody with Oden.

Buggy is Roger's true successor and parallel as both their crews are far more cooler than them. well Buggy is hilarious ofc but Roger just crushingly disappoints me. a few good panels but that's it. oden, nika, bonneys amd tokis DFs and film red did irreversible, severe damage to this series.
