Ngl, the cloud village could have been better as briefly an antagonistic force in part 2, would have been a nice break from the chasing Sasuke stuff. You could have a sort of proxy war in a small village to focus on

Ay is actually a good start(though we could have made his fight with Minato a bit more serious) and you could have created a cloud ninja for Kakashi/Gai to rival, maybe one of their own version of the Sanin, and maybe give us an old dude who was involved in the death of Tobirama 60 years ago. Also, Neji should obviously have some role, which would have given him in part 2 more importance, and made people actually care about his death. Also, the fact is, when the readers sees the 5 villages united EOS, a lot of people can't really care, because the conflict between them feels like it only really existed in the lore(except the sand, but they've long been cucked)
