Oda could have discarded it, along with Kaidou’s hypothetical death, but he chose to create a copy of it and give it to Momonosuke, who is in a country that’s very important to the story. I’d say 80% of the reason Kaidou’s fruit is considered the second legendary fruit lies in that.

Not to mention that everyone was interested in it at God Valley, which suggests that yes, Xebec told them about it, and that’s why they were so obsessed.
