Coby was only ever mentioned for saving civilians. Where as Law was credited with masterminding the whole Rocky port incident, Looking for poneglyph in Hachinosu which was most likely in the possession of Wank shi, and was literally said to have made an alliance with BB.
Law has no need to make an alliance if he just took the hearts of 100 fodder pirates. Meaning he did something else on the island. An alliance in op usually about defeating a common enemy. Just look at Law's other alliance where he and goofy took down Doffy.
And BB respects Law a lot in their fight in Winners island. No reason to respect him if he just took 100 hearts and dipped.
Oda doesn't give much of a shit about powerscaling. He can retroactively make Fullalead Law super strong. Which would just upscale Doffy and current Law anyways.
Oda frequently wanks the warlords. So having a chance to upscale two warlords at once is a golden opportunity for him.

Shiki literally held both WB and Roger on a pedestal, and was so angry at the thought of Roger losing that he went on a pointless suicide mission. Kaido called Roger the pinnacle of haki. Xebec and Roger are basically reskins of each other, same pose when fighting, down to the t.

All the other clashes he has with the likes of WB and Shiki aren’t all-out death matches like this one. If Roger will ever have a direct win over anyone, it will be this fight. Whang Zhi, John, Ganzui, Gill, etc are all perfect candidate that we don't know shit about their history, rivalry and relation, they could be feed to anybody.

There’s a reason oda had Shiki be called an equal to Roger. You just got baited into thinking Roger was some untouchable pirate when the truth is the old gen top tier were all like that. It’s just the mid gen like Shanks are weak in comparison
