I'm not saying Roger is not a top tier but rather that Rocks at this point, could potentially be much stronger than him if Oda's going with the Luffy fight formula with Roger.

We haven't really seen much from Roger yet but there's a gulf in portrayal atm.

Might be jumping the gun here though but there's a very strong Luffy vibe here from Roger in this chapter.
