They seem more like BBs crew, the captain has one masterplan and he chose his crew according to that, people with special abilities/certain power level
The SH are definied by the pursuing of their individual dreams. Sure they want to make Luffy pk but thats almost passive, and not even Luffys end goal/true dream, which they did learn about in the last arc. Whatever Rocks/Teach planning seems to be there true endgoal

Obviously nothing is perfect, they have elements from others like parallels but thats how i see it

They seem more like BBs crew, the captain has one masterplan and he chose his crew according to that, people with special abilities/certain power level
