So your disappointed that roger didn’t destroy any buildings with his haki when they are in the middle of the sea with nothing but ships around them.
This is a much younger version of Roger so I see no reason to care about this.

Imagine making a point like this after Luffy vs Kaido. Every fight in this manga is a gag fight.
That's still mid journey Garp (~34) and Roger (~33) though.
Those versions of them were prolly at around low top tier, where Post Udon Luffy was, just with CoC coating instead of other stuff, similar to Yamato right now..
Even in GV these two aren't in their primes yet.
There they are still seen without their beards- 39 and 40 years old respectively.
And we for example know from Garp that he trained and surpassed Chinjao's head 30 years ago, when he was 48years old, also matches the visuals, cause there he has his beard w/o grey in it and looks like he's fully in his prime.
Post Chinjao Garp > Pre Chinjao afterall
Also fits the info we have about Roger:
Oden joined WB 30 years ago and joined Roger 4 years later, 26 years ago, and there he was already sick (at 51years old).
-> Both Garp and Roger were probably in their absolute primes at around 50years of age.
But yeah it's insane that base Kuzan is likely able to hang with guys like Roger and Garp one sub tier below their absolute primes, considering he has the awakened hie hie no mi aswell.
Base Dragon, base Akainu and base Kuzan are likely old gen prime level, bar Roger, Garp and WB, while having monstrous fruits.
They are very likely going to be high top tiers.

When Roger learns that a Marine ship is coming, he is objectively terrified:
He doesn’t know that this is Garp yet, as we see here:
“Roger, isn’t that Garp’s ship?!”
Roger: “What did you just say?!!” <—Roger outright admitting that he didn’t know what Marine ship was approaching when his first instinct was to flee in terror
Roger: “Alright men! New plan!” <—Roger only decides not to flee in terror when he learns that his opponent is Garp
And then we witness one of the saddest top tier Haki exchanges in the manga:
But more importantly:
The fucking Haki beams are the exact. Same.
Is anyone still in denial that Kuzan possesses AdCoC at this point? Literally his Haki was already indistinguishable from Saint Shanks’s Haki:
And now his Haki is indistinguishable from Roger’s as well?
The only thing you can really say about Roger and Garp is that they used no touch Haki (which is not conqueror’s Haki but armament)
Other than this, they are literally exactly the same, except Garp and Kuzan’s Haki was so powerful that it ripped surrounding buildings from the ground and sent them flying, while Roger and Garp’s Haki did absolutely no environmental damage.
So anyway yeah. Roger is just a run of the mill top tier, he is rivals and/or equals with literally every top tier of his era and absolutely does not have standout strength portrayal in the slightest. Whitebeard, Shiki, Rayleigh, Gaban, Garp, Sengoku, and now Silver Axe were said to rival each other in power at numerous points through this manga’s history. Roger is absolutely not special at all.

Funny thing Garp and Kuzan has more impressive clash that create explosion with Kuzan holding back.
Meanwhile Roger vs Garp, Rock Xebec clash with giant king, Roger vs Whitebard didn't create explosion making less impressive than Kuzan and Garp clash. Shanks attack did create explosion but it is landed attack not clash.
Let alone spit island at punk Hazard by Akainu and Kuzan feat. Last time I check volcano and ice don't spit island into half. Only earthquake does it.
