I don't know about each individual character from Naruto to say who'd win in a 1v1 but one piece in general have stronger women and overall stronger cast of characters, Naruto is a really top heavy cast of characters

The majority of characters in Naruto is weaker than one piece characters but Naruto's top tiers are at a higher level than one pieces imo
