I am going to suggest that Xebec was actually hunting the Nika Fruit along with Loki's Fruit. This would mean that Luffy is actually creating the exact scenario Xebec was going for, but which he failed to do with Harald while he had neglected allowing Loki to join him.

IF Xebec had succeeded, he would have become a "Dark Nika" instead of the "Light Nika" version Luffy has become.

The Nika fruit is useless unless you are the inheritor of Nika’s will

You can see this by the fact that nobody awakened it for centuries

He was likely in search of the Davy Jones fruit. The fruit which creates whirlpools that the burn scar man has.

I don't care what you think is likely because you don't really consider anything other than your own thoughts.

Roger and Xebec both carry the will of the Ancient Kingdom. It's very possible he could've done it.

There's no specific reason anyone thinks Xebec wanted the "whirlpool" fruit you refer to as the Davy Jones Fruit. That seems like a YouTube idea.

Furthermore, a "Dark Nika" was mentioned this arc as one of the fears the children of Elbaf had. If you ask me, the only way a "Dark Nika" would appear is either 1) if Joyboy's incarnations (Roger, Luffy) become evil OR 2) if Xebec/Blackbeard took that fruit instead because they are actually very similar to Roger/Luffy themselves.

The actual most likely fruit Xebec would have wanted is the Darkness Fruit just like Blackbeard. However, I am offering an alternative solution. Instead of the Darkness Fruit, Xebec had created a path to "Dark Nika" and the combination of "Dark Nika" and whatever Harald was supposed to be would have brought about so much chaos that the world may have ended for the 3rd time.

I personally think this is a very fun idea.

This is also to suggest that if anybody could create a Dark version of Nika then the only really possible person for that, aside from Roger or Luffy, is Xebec or Blackbeard. Nobody else could do it.

Nika devil fruit makes the most sense, the timeline matches where Shanks stole it, chapter number 1156 matches the Gomu, and it matches the Elbaph's Sun God. However, Five Elders said they have tried to get hold of Nika devil fruit multiple times and failed; no one has awakened the power since void century, this conflict with the family heirloom story as passing down through family. Also Nika is a about freedom and able to do anything it wanted to do, being kept inside a treasure box for centuries seems like a huge contrast of that premise.

We have a lot of main villain's devil fruit that are connected to the arc theme.
Alabasta - Crocodile's sand power
Skypiea - Enel's lightning power
Triller Bark - Moria's shadow power
Dressrosa - Doflamingo's string power
Wano - Kaido's azure dragon power
Elbaph - Imu's devil power

The post time skip are different than pre time skip, Luffy was accompanied with people who also have devil fruit power connected to the arc.
Dressrosa - Law's Ope power
Wano - Momonosuke's azure dragon and yamato's wolf deity power

So the Elbaph version should be Loki and his devil fruit power that actually referencing the real norse/greek mythology.

Yes. There is a glaring issue with the fact that the Nika Fruit has not revealed itself to the World Government. However, that increases the chances it was actually among pirates waiting for Luffy to find it.

I feel like Heaven decides a lot of things in this story, and it has decided Luffy would use the Nika Fruit, but what if things were slightly different?

If Xebec had gotten his way, nothing is off limits (not even the Nika Fruit). We probably won't get a Dark Nika unless somebody pulls him out of a dream or something, so Xebec trying to become one is about the closest I think we'll see (unless we see a flashback of Nika in a dark form during one of the previous worlds).

It would be hard to argue anyone achieving it for any reason, but Luffy and Blackbeard and Roger and Xebec seem tied to the Ancient Kingdom values and I think that could have justified his use of it. If Luffy is the Light side of the Ancient Kingdom and Blackbeard is the Dark, then the Nika Fruit, if the Heavens were favoring the Ancient Kingdom with that fruit, then either of them could get it.

The Heavens would be justified in this because Vegapunk said he couldn't judge who was right or wrong in the conflicts during the Void Century. What he didn't say was that the Ancient Kingdom's beliefs and values were advanced and simple people wouldn't be able to decide that. In other words, both Light and Dark Nika may appear as a result of the Heavens deciding it. If Luffy appeared as Nika because of that, then if the Heavens decided it, Xebec could have done it too.

Just think of it as a "What if" justified by parallels with Roger/Xebec and Luffy/Blackbeard.
