And I think you're overthinking it. The tenryuubito are a bunch of inbred morons like that like shiny and pretty things. They probably wanted Shakky because she was beautiful (remember the Kujas were seen as global idols at this point in the story).
Hell they wanted to capture Harald and turn him into a stuffed statue even. The rationality for any CD action that isn't explicitly Imu's will always be as simplistic and greedy as a 10 year old's.
