Jinbe can attack and go beyond any normal defence, not to mention water is Cracker's weak spot.

Damaged internal organ was fixed by his df. Luffy said they're both damaged.
Jinbe water attack is only linear Cracker can create infinite biscuit soldiers and surround Jinbe while he focuses on destroying the biscuit soldiers in front of him.
2 billion because of intelligence and leadership. Zoro bounty was lower than King despite Zoro already beat King.

Those 3 arcs are lower than Drum Kingdom.
