Yeah I'd expect that as well. Luffy,BB and other fractions like Revos will team up temporarily and eventually defeat Imu in a major raid.
After that Luffy and Blackbeard will have their final battle to determine the future of the world. The battle of good vs evil D lineage.

Imu will remain the strongest character but BB would be the final opponent. It would be really Naruto 2.0 but looks like Oda goes this route now.
