Nah, this chapter tells us that Dragon joined as a teenager, while Sakazuki joined in his 20s according to VC's(though I don't think they're hard canon really)
He also calls Ace, Roger's son. It's just his ideology

I think it’s possible that Rocks was actually the hero of God Valley and that Roger and Garp were played by the WG into destroying one of Imu’s biggest enemies. Think about it:
As far as the gorosei know. But the gorosei haven’t been around forever.
Supernatural strength/durability/endurance
Teach almost broke Ace’s neck with a punch
- Set up extermination game in GV in order to lure Rocks
- Capture Shakky and use her as a prize to lure Roger
- Use Roger to lure Garp
- Force/trick Garp into teaming up with Roger to fight Rocks
- Rocks defeated, little to no WG casualties

I think maybe Garling did kill Xebec or at the very least was responsible for his death.
Only reason why I'm saying this is because when Garling was first introduced in the story, he was introduced as the champion of God Valley.
But how could he be the champion if the entire hunting competition was ruined?
What if Garling's role on fighting off the Rocks Pirates such as Whitebeard and then later on killing Xebec, the most wanted man in the world at that time, earned him as the champion of God Valley.
Not only that but Garling back then wasn't the Supreme Commander of the God's Knights yet, so maybe after God Valley and if he is responsible for Rock's death, got him promoted to Supreme Commander.
I think maybe Garling did kill Xebec or at the very least was responsible for his death.
