This sounds now like clearly the whole Inspiration for Man With Burn Scar, and our only Clue about his Identity is that it's Someone who once worked with WG but ended up Freeing Slaves, which made WG call him a Pirate & his entire Story Changed,

I'm now more convinced that Man With Burn Scar is Vander Decken (or Someone who Inherited his Powers), Captain of Flying Dutchmen,
I would even go as far as say that Will of D. = Will of Vander Decken,

Fodder Dragon gives me pre TS Luffy vibes. They have that CoC and heroism in their blood. Dude is probably weak asf, but tenacious and resilient like no other. I like that a lot. Including Dragon is a great decision. It's basically a Luffy what if.
And there are 9 treasure chests, means likely 9 OP DFs besides Shakky, that were the prices? An ongoing theory is that Dragon switched whatever wind power DF he has with Shanks. Will see
