People really put the average Ninjas in the Naruto verse way too high. People put characters like Average Jonins on the same level as early Kakashi and Might Guy. When most Ninja don't actually have the AP or even the physical stats to back it up.

most of Ninjas don't have Kekkei Genkai. And even a Gennin with a Kekkei Genkai can beat the average Chunnin.
Even with Chakra Natures most jonins can't compete with even basic White Zestus.
As for their Physical Stats aside from a the few who are masters of Taijutsu. Most Ninjas don't seem to have strength or speed.

Any 'normal' person in Naruto can reach a respectable power level, depending on how much the person is whiling to sacrifice.

He probably beats Neji as his bones are imbued with chakra, likely working as a defense vs gentle fist

but yeah it makes no sense in terms of story progression for the sound 4 to be “genin level”. We know Naruto and the rest are the best genins in the leaf, their adversaries should be a tier higher than that at the very least
