If Oda himself says “we’ll see, I haven’t decided yet” about Robin who’s arguably top 5–6 in strength among the Straw Hats and he is saying no to basic Armament or Observation for robin, then what makes you think he’s going to give Nami or Usopp Conqueror’s Haki?
If characters like Franky and Robin might not even get CoA, why would Oda hand out the rarest, most special power in the entire story to others? Do you realize just how special Conqueror’s Haki really is
1)luffy having greater potential then law ( law has 5 billion devil fruit ) because he is conqueror haki user
