I really hate size measurement in One Piece, man.

Tbh, thinking the Gorosei can alter their size isn't totally unjustified. If someone like Warcury became truly Godzilla-sized in Imu's empty throne room, then he'd take up most if not all of the room by himself. And that room simply ain't especially huge in any of the panels we've seen it in. Instead Topman occupied a noticeable, but not overly significant portion of it. Ofc it can be Oda's size inconsistencies, but I'd like to think he ain't THAT senile about pretty obvious stuff like this.
