Is Oda really going to not have Garp have any opinion on the CD hunting games?

Jesus Christ Oda. I know you are allergic to writing character complexity but this is ridiculous.

Garp is not going to question a single thing that was going on on the island before he arrived. He’s just going to be stomping pirates and somehow not notice the mountains of civilian bodies with targets literally drawn on their backs lying all over the island.

I think it’s possible Oda might address that in a Garp specific backstory.

Garp and Dragon’s origins are plot relevant. Even at 17, Dragon still had that symbol on his arm. What is it and where did it come from?

Why does Garp even want to be a marine to begin with? Why did he force Dragon and his grandkids to be marines too?

I wouldn’t be surprised if there is some sort of lore to the Monkey D clan we’re yet to know. Perhaps they were genocided not too long ago and Dragon and Luffy were only spared, initially, because of Garp’s work in the navy.
