tbh people need to consider the context in which we got that title
WB was only called the strongest, in the manga, in a post-Roger world. During none of the flashbacks is WB ever stated or even implied to be stronger than Roger.
Maybe some supplementary materials say he became the strongest when Roger was alive. And perhaps some people in universe believed that. But the only time it he was officially shown and established as the strongest was after Roger died.
Similarly with Kaido being WSC. We only hear of it once WB died and in the flashback, Kaido literally looks like a fodder to the old legends.
