Supposedly he reached it 2-4 years later but he looks almost exactly like he does in his prime and is seen clashing with Roger and all that so I doubt he wasn't at least 95% as strong as his prime self.

Roger Shiki Whitebeard and Garp imo each grew much stronger after this. Roger and Whitebeards clash not being a no touch clash kinda points me to that personally.

DF wise they're the same as the gura gura is quite blunt and provides instant destructive power without the need for training at all.
GV WB had adv CoC unlike MF WB.
