Considering devil fruits are all created by imagination, a water fruit can exist. Unless the sea devil forbids its existence; however that may contradict the core theme of imagination = reality.
If Oda were to introduce such a fruit, it would have to be done so carefully. I'm sure he's avoided it this long for that reason. Since Xebec isn't a fruit user obviously he wouldn't have struggled much against such a fruit.
I assume the user would still be able to drown, and would be affected if its water was reflected back on himself. But then the question is how could he turn into water if water makes him weak?
