Agenda wise, this is unironically the optimal way Oda can take Xebec away from the story instead of having Imu outright demolish him in an actual back and forth 1v1.

Tanks the single attack aimed at him but is affected by its no limit fallacy hax due to lack of knowledge
Will presumably take a gauntlet to bring down and likely waste strength trying to break through the mind control

It's Oda rushing things. The main takeaway in his mind was to keep Imu's power hidden while laying waste to Xebec somehow. The fact Imu didn't engage Xebec and resorted to have him on his side as a gauntlet fighter is significantly better than Imu outright fodderizing Xebec.
