I don't know but the one island we actually saw him and his crew attack was running a charity scam.
Even stuff like him kidnapping the kings or mudering admiral Jiaga was off-screened
The worst thing we actually witnessed doing is beating up child Loki, but Loki as a kid was a little shit and he was already a durable freak bigger than fully grown giants.
It's clear Oda wants the readers to have a good image of Xebec, likely to make the end of GV sadder.
