The mountain was collateral damage, Xebec had no interest in Roger's crew or Garp's underlings at that point, only after failing to kill Eris does he get ordered to kill everyone and go on his rampage. Not everything needs to be spoonfed to you, at least use your brain a little.

It was just collateral damage like Ganzui's nuke against Captain John or Xebec's earlier slash against Garling that cut through half the island.

Xebec wasn't targeting any of Roger or Garp's underlings yet, the moment he goes on his rampage killing everyone indiscriminately is when Roger and Garp step in, which makes perfect sense if you use even the slightest amount of logic, which is sadly well beyond your capabilities.

Why would Roger/Garp get involved when Xebec is attacking Kaido, Big Mom and Whitebeard? Why would they care about that? Only when Xebec goes on a rampage killing everyone on the island and threatening Roger's crew and the Marines do Roger and Garp confront him.

It was solid pre yimeskip and even some post ts moments have nice choreography (Luffy vs Katakuri for example was nice) but eventually it just turned to absolute shit.

This is just a blatant lie, Xebec did not do a full lap around the island, he went from the center of the island to the coast of the island, so he only traveled the radius of God Valley. Compare that to Nusjuro who legitimately did circle an entire island while cutting down Pacifista in a very short amount of time, and I would personally argue that Nusjuro is slower than Demon Xebec is.

The timeframe of Roger and Garp standing around is extremely short, a few minutes at most if you exaggerate, there is no issue here, even if you desperately want to find one.

No it isn't bad writing, it's actually completely within Imu's character to not give a fuck about these two insects that are standing three hundred feet beneath him. Remember, Roger doesn't do his Grand Voyage for another ten or so years after this point, so right now he's just another pirate and therefore of no specific concern to Imu.

He's also kinda preoccupied with controlling and watching Xebec if you hadn't noticed. Even so, he actually does do this thing you claim he doesn't do when he orders Xebec to kill everyone on the island, including Garp and Roger.
