I feel like that’s a bit presumptuous. Most of Roger‘s PK level deeds happened 4 years before his death. And that’s like 8 or 9 years after he fought Xebec. He‘s only traveled the Grand Line and learned about the full truth of the world in those 4 years. Before then he was just a pirate messing around and enjoying his life.
Xebec already knew more about the true history back then and had a reason to fight and become stronger and do what he did. Roger only had that reason later. He didn’t know a thing at that time yet. I think that’s the main reason Xebec felt more like a pirate king than Roger in that flashback. We haven’t exactly seen Roger like 1-2 years before his execution tbh.

Dude, Roger using a level of Conqueror’s Haki strong enough to break through Xebec’s Haki barrier didn’t even manage to scratch Oden’s balls when he was still young.
Following your logic, Oden should be dead right now, since Roger’s Haki is supposedly capable of breaking Xebec’s barrier, which is more durable than Oden’s. And yet, young Oden — not even prime Oden — tanked Roger’s named attack, filled with the same Haki he used against Xebec, while laughing.
After that, who exactly said that Xebec is more durable than Kaidou? Who can prove to me that those attacks had enough attack power to knock out Kaidou? They worked on Xebec, sure, but as far as I know, Xebec is not some god of endurance — Kaidou is. Kaidou took the final attack from a guy on Roger’s level, with a better sword style and a sword that is basically Kaidou’s kryptonite, and he was still standing seconds later. It took the attack power of a punch bigger than an entire island, with a spring-like multiplier effect, coated in every type of Haki. The attack power of that Bajrang Gun absolutely shits on that Roger + Garp attack.

This doesn't even have the attack power to knock Kaido out; Kaido's resistance will withstand it easily.

Xebec used his sword to pierce Kaidou, and he, at only 21 years old, withstood two attacks from this guy wielding a Haki stronger than Roger and Garp's, and wasn't killed, knocked out, or left with any scars.

No, he doesn't have any equals besides WB. Rivals=/= Equals. Shiki, a rival of Roger, admitted inferiority to both Roger and WB, but he's not convinced in the slightest that the Marines with Garp in their ranks can capture him. The same Shiki that took on both Garp and Sengoku before going down.
Roger never said Garp is his equal. Only that they've fought a lot. There's more than ample of people that can fight Roger and survive to tell the tale, but none of them are his equals like WB was.

When Sengoku is talking about Whitebeard being WSM he specifically talks about Whitebeard being able to end the world
no one in the manga has ever said Whitebeard is the greatest in 1v1 combat. The closest anyone came to that was saying he was equal to Roger. But then we learned that actually he was WSM during his fight with Roger so actually something before fighting Roger made him WSM
so not even being equal to Roger in combat was what made him WSM.
the issue is that you are thinking about Zoro and the WSS and thinking that the other titles just have to work like WSS when Oda has never said they do.
Teach isn’t WSM seemingly because he hasn’t proven that he has the capacity to end the world. I mean I assume there is some kind of level of mastery of the fruit and you don’t just automatically become as good with the fruit as Whitebeard is instantaneously

Yeah but what did Roger really do? Xebec was the one who started everything. Without him and this Imu encounter, Roger probably wouldn’t have even begun searching for the One Piece. The other Yonko were likely inspired by the GV incident too, Big Mom/Kaido was also searching for the poneglyphs later on in their lives. Both she and Kaido also shared the goal of toppling the World Government.
