Can't be a King without subjects. Can't feel like a God without control. What makes Imu truly evil is that he has the power to make the world a utopia but chooses to make it his playground. You can only force people to kill each other for so long until it get's boring. And that's where his true malice lies, in the fact that he doesn't want to end the story, he want's to write it. Imu is not a destroyer, He's a megalomaniac with a God complex who want's to be the author of the world and tell a great tale where he is King, where he wins, while everyone else is just playing their part.

That's a reset, because, as stated in the manga by Nasujuro, "the balance of the world cannot be maintained forever". This doesn't disprove my point of Imu, who has been King for hundreds of years, who is the head of an organization with the marines as their military force that allies itself with different nations and even pirates, as well as having the stated goal of "maintain the balance of the world" does not have the stated goal of killing and destroying everyone and everything. That's not Imu's purpose, he want's to rule. the celestial dragons are a representation of Imu's mentality, you think they would want to live in a world with no slaves?, no one to look down on and feel superior to, no one to rule over?, of course not. Also, Imu is arrogant, of course he will be, no one has been able to change the status quo for 800 years, legends have come and gone and Imu remains King, why wouldn't he be arrogant. Him not killing everyone on God valley is justified by the fact that no one on that island went on to topple his reign.
