I agree with this theory. The WG doing the hunting competition in Goa Kingdom makes alot of sense. And their safety net in doing it there is that Dragon, Luffy, Sabo and Garp are from there and were born there. That means the Domi reverse can be used on them if they try to attack the celestiak dragons while they are fighting there

I agree with the main theory statement but the reasons not really.
Goa being the last hunting games location would be a way for Imu to domi reverse Sabo, Garp and Dragon, it is the birthplace of all 3 of them. And the domi reverse can only work on people in their home country as it literally translates to "returning home". These 3 Garp, Dragon and Sabo all directly defied and antagonised Imu. Garp and Sabo attacked him head on, Garp and Dragon are 2 of the most powerful Ds alive, Dragon and Sabo are revolutionary army members
Imu will turn luffys family into his enemies just like he did for Rocks.
