did shanks pull up on WB to fight him, no he didnt. he went to WB to try to stop the inevitable of Ace losing to Teach. WB didnt want to listen and look what happened.
Shanks didnt pull up to force WB to do something he went there to have a civil chat.

As for loki his haki control has to be below luffy given he doesn't even knew about the concept of acoc lol.

you need to reread the manga actually red the story and not just look at the pictures.
& luffy only understood the concept of ACoC on Wano when he had a teacher..... loki a lonesome giant who hasnt had a single haki teacher... i swear you are unbearably stupid. luffy barely even understood the concept of acoc 2-3 weeks ago and is still getting another haki lesson... this is his 3rd haki teacher so yeah i would hope luffy who was specifically taught haki for 2 years and then had another week long haki training journey would understand ACoC more than Loki who was isolated from the giants, then has been imprisoned for 6 years, even then luffy doesnt even fully understand it.
