Harald move is debatable. Thanks to his new philosophy Elbaf mentality changed, they are indeed less agressive and likely more loved by people worldwide. The fact Giants are in the marine also likely help to see them as a force for good.

Oden bowed down to two bullies, one of which a fodder, the other a threat he proved to be able to take head on. Had Oden fought, instead of accepting Orochi's deal, he'd have won, or at least died killing Kaido in the process.

It is easily Oden. Oden could have simply fixed all his problems by immediately mobilising his allies in Wano and killing the two obvious problems.
He almost succeeded in killing those two problems anyway despite suffering major disadvantages when he ended up forced to take the correct course of action anyway.
Harald at worst made an arguably bad decision. Oden made an objectively retarded one.

I'm gonna say Harald because we knew Oden was dumb as hell since the start. Harald is acting like he has a plan but sells himself as a slave to the WG and it doesn’t go through his mind that " Hmmm, if they can have the king of a country as a slave, why stop at a king and not enslave the entire country ?
But then if I have to write off Oden as too dumb to compare then Oden is winning the dumb off easily. Harald is more of a Dumb smart dude.
