It is. It was bandaged before he and Tiger clashed. You can see Tiger rip the bandage off. Teach injured him first then shanks took off tigers collar

We don't know if shanks had or used those in the fight. We also have no context on how the fight went either. we know that characters with weaker haki CAN harm people with stronger haki. this my haki is greater than yours bs only applies when its finishers. name me one instance where it wasnt. if it was a finisher from both sides then sure your point has some footing but we dk the context so it could be anything. we can make an educated guess it wasn't though as shanks has far better haki feats/portrayal

Why wouldn't we give shanks these powers though ? Oda told us in a sbs that shanks learned divine departure from roger by watching him. Shanks is currently 39, roger died like 24 years ago so shanks should have been 15 at the time of execution. Roger disbanded earlier about a year or so before his execution so shanks had to have pulled this off before hand. Now we have shanks freeing fisher tiger 15 years ago and we see a panel with the eye bandaged up. Why wouldn't we say that shanks at this point is aware of ryou,barrier haki, and using coc haki infusion. Unless I'm looking at the time stuff wrong... correct me if so.

Also you keep forgetting, not just you, that HK regen aren't their own powers.
Take the regen out and some of them are veteran level, some YC3 level and you have 2 low top tiers with Shamrocks and Garling.

This is a cope. The seals are literally necessary qualifications to become a HK.
