Impel down arc alone was extremely extremely low.
He let serial killers, rapists, mass murderers back into society. Keep in mind that even though buggy is a comic relief character, he's basically a cartel boss, held an entire town hostage and murdered many innocent people in the east blue. And Luffy teamed up with him and crocodile (a cartel boss/terrorist that enslaved a huge nation) to free more mass murders, serial rapists, etc..

Shows that Luffy doesn't care about how his actions affect other people, only whether they further his goals.

I don't think he really intended to let all those people go, it was just a side effect of his raid on Impel Down really

Considering how quickly Oda skipped over it, we will at most get mention of it.

We saw him helping Fisher Tiger because Oda wants to reinforce the idea that Shanks is a good boy.

And that’s perfectly moral compared to what Impel down was

Impel down was rape torture and murder dungeon. Yes rape, there was a whole guard whose whole thing was sexually assaulting men

It’s good that Luffy destroyed and freed human beings from a rape and torture and murder dungeon.

That entire place should be completely destroyed EoS and everyone who has ever worked there should be executed for crimes against humanity

you’re going to say that there is a panel of the Chief rapist Hanyabuul crying that his rape and torture dungeon should keep operating? Fuck that guy. He should get shot in the head for crimes against humanity against humanity

Impel down also kept actual rapists behind bars like Vasco Shot lol. BB's crew is half made from level 6 prisoners.

Impel Down also had other criminals like Crocodile has a long list of actual crimes done in Alabasta including inciting a civil war, mass murder, causing drought and famine, attempts to gain a WMD.

Now they also have Doffy with a longer list of crimes than Croco.
