Garling was introduced as supreme commander of the holy knights. Yet even after his promotion to Gorosei, Shamrock is still just the commander, not supreme commander.

So who is the current supreme commander? The biggest possibility is that it’s the burn scar man, as Shiryu speculated he was with the WG and this is one of the few unrevealed characters in the story.
We don’t know why Shanks joined the WG to begin with. If the WG seized a poneglyph, this could explain why Shanks became a devoted blade: to steal a copy of the 4th poneglyph.
Barring the burn scar man I cannot see anyone important enough to hold that position over Shamrock. So if it isn’t that, I think it could be the case that Shamrock is simply yet to be promoted.
What if being supreme commander requires you to get the abyssal covenant and Shamrock wasn’t promoted because he doesn’t have it yet?
Showing Shamrock getting the abyssal covenant could be a useful way of explaining the powers of the abyssal covenant. It would probably also warrant Shamrock getting some major screen time soon. Perhaps he puts down whatever is going on in mariejois, earning him the promotion.
