In the East Blue, two weak pirates met a powerful up and comer, Monkey D. Luffy, and he changed their lives entirely.
Koby, left the life of Piracy he was forced into, in order to become a Marine, and chase his dream. Koby has steadily invested in himself and people around him, and has now truly begun to believe in himself. The man he believes in, Garp, has now been captured by Blackbeard, and will be sold to Cross Guild.
Buggy, became a pirate as a child and loved his Crew and viewed them as his family/fathers, then gave up on his dream. Buggy has taken shortcuts, but, due to natural luck and charisma, as well as effort when it matters, he's reached the false title of Yonkou. Now that Shanks wants to get the One Piece, Buggy is inspired to compete with him, and will grow stronger, now that he believes in himself and wants to be like Roger, his hero.
Buggy will be viewed as a serious threat now, considering his status as a Yonkou, Cross Guild's success, and his desire to claim the One Piece, which Koby said he would go after.
Buggy's never really had a Marine "Rival" and I think Koby is a good fit for him. Buggy can take a lot of damage, and his shitty/backstabby fighting style is a good foil for Koby's Honest Justice and Honest Impact.
Also, since Teach laid low for a LONG time before showing his true strength/hand, it makes a ton of sense that the Marines honestly believe Buggy was playing them this entire time and is actually a powerhouse whose been building criminal connections in the Underground using his ties to the Roger Pirates and their Allies over the years.
I know how ridiculous it is TO US that Buggy is a Yonkou, but, after Teach, and the fact that Buggy is CLEARLY the actual figurehead of the company, it honestly makes sense that Marines fucked this one up.
And, to be fair, even if Buggy's titles are fake, he IS the one who is leading the show:
IMO, Oda's made it VERY CLEAR in Cross Guild chapters, that the Vegapunk announcement guarantees Cross Guild will go after the One Piece, too. So, Buggy wins out again, big.
Teach is a money hungry dude, and 3 Billion Berries is a lot of money. Garp IS getting sold to Cross Guild for the big bucks, and possibly publicly executed.
This gives Koby legit reasons to hate Buggy, and will be a big moment for Buggy: can he watch Garp die, knowing he helped raise Roger's son, and helped Roger on God Valley?
Koby WILL always detest Buggy for his involvement in Cross Guild. But, I think he will come to realize Buggy himself is not evil, he's just a very complicated mess.
But, now that Buggy has his eyes set on the One Piece, his Will, his Ambition, his Haki can finally flourish. And he has Mihawk to teach him plenty, if he begs properly.
Koby and Buggy should both become legitimate powerhouses soon, their Limiters have been broken.
