Character Discussion If Scopper Gaban is Really "The Man marked by Flames" where's his black ship and how does he cause whirlpools to prevent people from catchin up to him

obviously this is just in universe speculation, but it would be a little odd to have this scene, and have the man marked by flames not be related to the government at all. I'd imagine they'd be a former Gods Knight who's on the run from the government. They must have been involved in some sort of incident during the time skip, which is why the BBP, Law and Kidd all know about him, but not the SHP

he already creates whirlwinds

maybe his axe swings aimed at the sea can create whirlpools. he has no devilfruit, he could also hop of his ship and swim around the enemy ship very fast. or it could be some form of conqueror's haki.

It's the opposite of odd! Having characters speculate possible answers to mysteries almost guarantees its gonna be wildly different.
