If you want to have the marines protect your kingdom you need to be part of the organisation. If you cant pay the tribute you are out. So Marines are directly the world goverment and represent there main combat force. Strongest Unit. Admirals are not a unit it's the top active Navy rank (individual).

HK are also a rank you can attain ^^ but the Admiral rank is a small unit inside the navy the same goes for HK. It litterally has the same meaning.

The navy isnt an external organisation who is employed by them its not two different things the navy is the WG its there execution arm its part of the WG all navys also answer to the HK even admirals so what now ?.

Its like a personalized military unit for the WG. They aren't doing jobs like the Marines, they the personal commando of the WG of the World Nobles. They clearly aren't doing the filthy work of marines but do the Job you can't put on the Marines. The real secret shit. Thats why they are entrusted with those seals.
Its a group, a team, a squad for high end WG matters directly for Imu and the Gorosei doing their secret shit nobody is meant to know while also being the guards of Mariejois.

Also Admirals by definition arent a Unit and neither are the Gorosei. First thing coming to your mind when you hear Unit in relevance to fighting and Military should be seeing like 10 people or more. Its meant as an actual structured group. Not Admirals who mainly work as lone wolves nor the Gorosei that are mainly politicians and bark the orders.
