I think Ragnir will stay with Loki, but be used by Usopp at times.

Also a semi-fun way to nerf Loki against opponents: Loki's in the middle of fighting, and Ragnir goes, "Ayo, Usopp's about to die again, be right back, King!" and then just zooms off.
